Winter Hokkaido comes with many variables. Don't push it — swap things out.

On days when snow/blizzards make going out hard: instead of Otaru or the zoo → switch to indoor bases like the underground arcade plus AOAO Sapporo/the Science Center.
On days when a toddler isn't feeling well: boldly turn long-distance plans like the onsen or zoo into a rest day and stay near the hotel.
If the penguin walk is canceled: rather than forcing the zoo trip, substitute Jozankei Onsen or downtown shopping.
When the two families' energy levels differ: one team sightseeing, one team at the hotel — deciding 'today we split up' in advance avoids friction.
